I hope I'm not repeating something you already know, but with a new computer you must download ADE, install it on the new machine (or new hard drive if that is all you replaced) and reauthorize that machine/hard drive with Adobe using your username and password.

The sticky part can be that there is a limit to how many computers they allow for each account and it doesn't matter if you de-authorize the old computer, it still is counted (Amazon does things differently). An additional slot for an authorization will eventually be allotted to you, or if you have a particularly bad run of luck and go through a lot of hard drives or something, you can phone Adobe and plead your case for another slot.
