I suspect that you don't get the prompt because you don't have Sony Reader already running when you download the book from your library & open the acsm file? I use the Mac version. I don't see anything in settings where you can turn off the prompt. I use Safari as my browser, and it's configured to download (save) the file rather than open it. If I don't have Reader open then I don't get the prompt. I double-click the acsm file, and it opens Reader for Mac and loads the book. All is good. If I have Reader already open when I download the file from the library, then I get the prompt and I just choose no. Then all is smooth to double-click the acsm file to import the book. But if I chose yes (like I think the OP is doing) then everything freezes and I wait what feels like a long time and the book doesn't load. Interesting.

In summary I think whether or not you see the prompt is based on whether or not the Reader software is already open when you download the book from the library.
