indeed, let me correct my statement to "In many countries". (But is it NOT only UK/US)
I found that the basic downloading of books is supported in very many (100+) countries. Take a look here: http://client0.cellmaps.com/viewer.html?cov=2&view=intl

It's the free wireless web access that is more limited.
