No that's not the case. Starting in March, even if a retailer is still using ACS4, all books opened in ADE3 will be stuck in there.

Starting in July, they'll simply remove support for ACS4 and RMSDK9. All retailers will be forced to update to ACS5 and RMSDK9 based apps and devices (every app and device on the market right now) will be unable to open new books.
