At least, that's what I heard. I may have misunderstood a word or two, but that's definitely the upshot of her answer.
This is what I understood from the presentation. If a retailer has updated to CS5, from July they will no longer be able to download books to devices with the old DRM.

However, if they stick with CS4.x, a quick answer in the Q&A seemed to say that they could still work with the old DRM.

But if this is truely being driven by publishers, then I expect that publishers will demand that retailers move to CS5.
