I would imagine that it's the eBook store that's the issue. There appear to be legal reasons why it would be difficult for Sony to allow non-US customers to access the US Sony eBook store, so they need to set up a bookstore in countries where they release the Reader, as they've done with Waterstones in the UK. You can't expect most users to mess around for format conversion tools, so it's important to have a local source of easily-bought eBook when releasing the Reader in a country.

The benefit of a device supporting a format such as MobiPocket is that such restrictions don't apply - there are already many eBook stores which well in Mobi format to customers world-wide.
