Yes, all iPads bought in the US are unlocked. The problem here is corporate policy of mobile carriers. AT&T and T-Mobile will allow any unlocked GSM device on their network. Verizon and Sprint are far more selective. Verizon, you can at least buy a SIM card off ebay but good luck getting a SIM card from Sprint. Also, Sprint seems to lock the SIM cards to the device it was activated in so you can't use any of the available workarounds for SIM card activation that you can use with Verizon. At least that was the case when the Air was released back in November. Dunno if the same holds true now or if they've relaxed their policies.
