That is the new home screen that is part of the current firmware. The tiles change as you open books and use other parts of the device. If the only thing you do is read books, the non-book tiles will quickly disappear from the screen and won't come back.

You can also get rid of particular tiles by doing a long press on the tile and select "Dismiss" from the menu displayed. There is one tile that can't be dismissed this way. It is the "Sync" tile. You can get rid of this tile, and prevent most of the others from showing using my Kob Utilities plugin and calibre.

If you want to go back to the old home screen and the carousel, then, as TechniSol's suggested, you will need to go back to an older firmware. For the Touch, 2.8.1 is probably the one to use.
