That is why Amazon and Apple use their own DRM, so as not to pay the Adobe tax. I suspect that if publishers got billed for the DRM--instead of consumers--they would have gone DRM-free ages ago.
I don't know the details of the contracts between retailers and publishers. Someone is paying an Adobe tax.
