Well, technically, a toc is just a page with a bunch of links to other pages, that is defined as a toc. I think, officially, you can only have one actual defined toc in an epub. That being said, you can have as many pages of links as you want.

So, in your example, I think you could have one sort of general toc page and a really detailed toc page. Only one of them will be able to be a real toc though. You'll need to decide which one to make your official toc for the epub though; the one that you want to go to when you press the toc button or icon or whatever from your reader.
