What would happen if, being elderly, they peed in an electric heated bed? I agree with Catlady and would be concerned in case the cats received a shock.

The microwaved rice sounds a better alternative if you don't have a thermostat for your radiators. All my radiators (gas) are controlled by a central thermostat for the house temperature plus a knob on each radiator which controls that radiators heat. This means I can have a low setting in the kitchen, warmer in the lounge, medium in the bathroom, and just an anti-frost setting in the room where I feed the cats and their litter is. There are about 6 options for each radiator.

My previous house wasn't centrally heated, there were gas fires in each room. The kitchen and bathroom were freezing in winter! One reason why the cats love the new house.
Apart from hanging cat beds from, they're also useful for drying washing.
