The Kobo will only download what Pocket considers "articles", so marked webpages that aren't considered by Pocket to be articles won't get downloaded. Easiest way to check is go into your Pocket account via a web browser and filter by type "article". If it doesn't show there it won't show up on the Kobo. Thinks like forums tend not to be Pocket friendly, but there is no blanket way to know what will/won't work that I'm aware of.
