"Country Settings", which is the option to change your country of residence, has been available under Manage Your Kindle on Amazon.com for several years now. It doesn't change the site - regardless of what country you pick, you are still using Amazon.com; it does however influence both the books available for you on Amazon.com and the prices of those books.
Also, ALL non-US Kindle people, who do not have their own country-specific Kindle store (and only about a dozen countries have that by now), MUST use Amazon.com for their Kindles and Kindle books, and that's the way it's been from the beginning.
(People who have their own non-US Kindle store
may use Amazon.com instead of their country-specific site, if they so choose, but they cannot use both, say, Amazon.com and Amazon.de at the same time - have to choose one or another.)
