Simpler. It's the way one moves throughout the dance, or through a section of the dance, not something like "up a double and back" which is a specific set of movements.
Scottish Country Dancing has two main travelling steps - skip change in reel/jig time, and in strathspey time. There are more steps in English Country Dancing (although, oddly, not the skip-change of Scottish Country Dancing), I could think of four off the top of my head.
