I don't use the Software Center, I use Synaptic, but the same idea.
In Synaptic, you just go: Settings --> Repositories --> Other Software --> Add. Then paste this line:
ppa:rgibert/ebook
into the text field that says "APT line". Click the "Add Source" button. When the dialog closes, hit the "Close" button on the remaining dialog window. Then click the "Reload" button in the main window.
Now, if you're comfortable with Synaptic, install it from there. If not, close Synaptic and return to the Software Center and refresh and search for Sigil.
If Synaptic is not installed on your system, you should be able to install it from Software Center. You can only have one of these apps open and working at a time -- the first one opened will lock the other out.

I run a bastardized version of Mint, because I was in too much of a hurry last time to do a minimal ubuntu install. I prefer XFCE, myself.
Don't worry about the window manager, all the 'buntu's are more-or-less compatible. Sometimes you just have to install some extra stuff, that's all.
