On my visits to Singapore I usually get both couponableness (there's a word
) and the paypal option. It's a bit flaky - usually the paypal is there, but very occasionally I have to log out and log in again, or switch browsers. I haven't taken the time to really figure out the exact parameters, but if paypal is not there at first, logout/login almost always does the trick for me. YMMV...
