Every iOS device that I've jailbroken has performed worse after jailbreaking. Worse battery life, slower performance. The immediate response has been, "there must be some app that you installed that is causing that." So I got into the habit of using the device in a pure stock jailbroken state for 1 week to test it. Nothing added. Sure enough. It was worse. (I know that my experience is not common)
I'm keeping my 64GB iPad 4 at iOS 6.1.3. It will remain that way until key features of the core apps I use are not available on 6.x. Performance and battery life are great.
The only reason I would consider upgrading to 7.x and jailbreaking would be if bluetooth mouse support worked and was stable.
