My experience with buying a Kobo book and not being able to download it has been previously posted (mid September), but I'll add here some other aspects.

The book:
The Modern Web
Peter Gasston
ISBN:9781593274887
No Starch Press

Kobo shows the book available for the following devices:
Desktop
eReaders
Android
iOS
Tablets

No Starch Press list the book as having the following formats:
PDF
Mobi
Epub - no version specified

Also (same IBN) sold by B&N - epub format, but no version stated.

My situation was that the book showed in My Library, but there wasn't a download option. It was in my Kobo Desktop and so I was able to extract it from that put it through Calibre.

This book was a DRM free book also sold by O'Reilly's.

Kobo Customer Care couldn't explain why it wasn't available as a download, and basically couldn't care because they said I should just be happy that it was in my Desktop. I don't use Desktop, and never buy a book unless it can be downloaded and put into Calibre.

I didn't get a refund, just a store credit.
