Bit strange that you can't buy it for use with Kindle Cloud Reader or Kindle for PC, but it's a 40 MB download so probably lots and lots of colour images that won't do well on a eink screen.

I've run into several that weren't available for the Cloud Reader and K4PC. A lot of the fixed format comics with panel view weren't available for those readers when they started hitting the scene. They were Fire only.
