I think no. You must have access to the API of the Kobo GUI interface (nickel), and you have not, it's proprietary and closed source.
I think you can create a Qt application that sleeps nickel, launch itself and wake up nickel at its exit, as Kobolauncher does. But I have no idea how to time reading.
