I need some help on where to find the file to change the settings, do I look on my computer or on the Kobo itself.

There is a way to manually set the Glo to flash as few as every 99 pages though in an file on the reader. There's a thread about it somewhere in this forum, but the file is located in .kobo\Kobo\Kobo eReader.conf, just open that file in any decent text editor like Notepad+ and change the number of page turns to whatever you want in the [Reading] section such as below:

numPartialUpdatePageTurns=50

Mine is set to flash every 50 page turns, others have set it to 99, and I honestly don't see any ghosting other than occasionally on the cover when it's put to sleep. And since I use a sleep cover where the book cover is visible for only a brief second before it switches on, that's not really a concern at all. My light is always at a constant 28% in case the light can make the ghosting appear more or less. If you see ghosting, try setting it lower to 25 or so and see how you like it.

But the flash is just how e-ink screens work. Some readers have minimized it I think (maybe the Kobo Aura?) but it really doesn't bother me at all.
