It depends on whether you want your reading activity front and center. for 30$ more, the nexus 7 gives you a kind of crappy rear facing camera and gps and stock android (it probably has kitkat by now). Both processors are quad core, but the kobo's is slightly faster at 1.7 ghz vs the nexus' 1.5.
If you don't like the kobo ui, then you can get a launcher off of google play.
On the kobo, you can download the kindle android app but not nook. You can allow downloading apps from unknown sources in settings, then go to goodereader.com, which features an app store. From there, you can get nook.
I'm really geeky, so I know how it can be choosing a device! I would say, the nexus does have a slight edge, but the kobo has 30$ savings. Odds are you have a phone with a better camera than the nexus.
