Back in the day, my solution in ePub (or [x]html) was to link the cover to the first page of real content.

This page would be where (as discussed previously) Sigil would be used to add the "Text" semantic for Kindle conversion.

So -- open the book and page through to read all the front-of-book stuff, or open the book and tap the screen to jump to the meat of things.

I also had a colophon with an image saying "close this book" that would link back to the cover.

This way if you return to the book, it didn't place you at the end.
