For a while they were promo code eligible at Kobo, but then Kobo made them ineligible again. Not sure why they were made ineligible again, but IIRC part of the agreement in the settlement was that the seller had to make an overall profit on each publishers books. My guess would be that due to all the high value codes Kobo offers they were taking an overall loss on books from those publishers so they stopped taking codes for them.
Try shopping in India and a few other places for those books
