They do, but they also have the volume that they can afford to do different production runs. And most phones are produced in hundreds of thousands if not millions.
And as much as I love e-book's and readers, I doubt they are going to reach the production numbers of even the least popular phones for a while.
The main difficulty they may run into may be getting clearance from the FCC and equivalents, but then again if they use the Qualcomm chip, its probably not that difficult. Qualcomm started marketing them in laptops as
Gobi, allowing you to use whichever network is available.
