Kobo isn't that strict on the address. I just wandered around the world on the purchase page to see how much a book was in various countries. All I had to do was change the country. I think the only issue will be if your credit card cannot be used internationally. You can also use PayPal or buy a gift card.

It pretty stupid of Kobo, especially for French language books. As a Canadian company, I would have thought that at least French would be handled.
