It is only for kindles. No apps and no cloud reader or K4PC. Its called the kindle owners lending library. You have to get the one free book a month through the kindle, can't get it through the computer for example. E-ink kindles and fires count.

If you have prime but no kindle, you can though participate in the kindle firsts program. Each month there are 4 books they pre-release to prime members and you can pick one of those for free. Here is this month selection. You can read those like any other kindle book on any app and K4PC.
