Calibre normally installs the program with All user RUN rights.
The first RUN creates User (profile) Specific settings and a User Library..


The user has the option to Create (another Library or move) the Library to the Shared area.

When user 2 launches Calibre, the same New User (or lost configuration) actions happen.

(assumes separate libraries in shared rights areas)
If both Libraries are accessible to the user, that user can use Copy to Library

As you can see, it is also possible that 1 user has access to both, while the reverse may not be true
