In the case of my library, when an out of city person "bought" a card (20 dollars for 6 months) NONE of the contributions went to the library. Even fines go directly into a "general" city fund. The only thing that goes directly to our library bottom line is grants or donations. Other monies go to a city general fund and then the library has to solicit city council for budget needs.

So you can't assume that those funds are going to the library at all. They may or may not be. They could be going to a county, city or state fund.
