As a suburbanite working in the city, I pay the 3.495% wage tax and feel no need to be in front of the line. I'm not in any rush to read a particular book and thus would rather have a big selection than a short wait.

If local taxpayers were allowed to queue-jump, fewer people would pay the $50 fee, and there would be fewer available titles.
