The library tile shows how many books were added the last time books were added to the device. If you are adding books to both devices at the same time, then I would expect them to match. But, if you aren't then these would be different. Personally, I would ignore it. Use the library lists to check that you have the same books. If the page count is the same, then you are fairly close. Looking at how many are on the last page will tell you if they have the same number of books.

In FW 3.1.x, you can also see the number of books using the "Library settings". In the library list, press the menu icon on the right top of the list. The last entry is "Library settings". When you select that, there is a "Book management" section in the middle. That shows the number or books and space taken for a few different categories.

The library tile is used in one other annoying situation. If you are using an SD card and restart the device, the library tile will show how many books are on the SD card. This happens even if there were no changes.
