Offer, yes, but once you click inside, you get that "Live outside the US?" banner that takes you to the international Kindle page, where only the no-ads $89 Kindle is available.
I'm reasonably sure that even if you tried to put the $49 Kindle into your shopping cart, once you get to choosing delivery address, it won't allow you to buy it when the address is outside the US.
Excellent deal though for those who can get it - at such a price I'd be very tempted to get one for myself as backup or for summer outdoor / good ambient light use when I don't actually need the light of the Paperwhite.
ETA: Yes, it's US only. I get this message when trying to add it to cart: "Some of the items in your order cannot be shipped to the selected address."
