Kindle PW2 3G. Instant translation options over 3G?

I have been long wanting to replace my sony 650 with a kindle, basically because of the built in light option. There is basically ONE single reason I still haven't done this: I am reading a lot of Dutch books (in order to learn the language) and my sony has a built in Dutch-English dictionary. This is not the case for kindle (and there are also no dictionaries for sale in the store) but I have seen that you can use wifi network and the built in bing translation to do the job on the fly. The question is, what happens when you are not home/don't have a wifi. Would the purchase of a 3G kindle be an option? I know that you can use 3G outside US to purchase books from the amazon store and search wikipedia but is it also possible to use the translation capabilities without extra cost? I repeat: I am asking what happens when you are OUTSIDE US, eg in the Netherlands. I would greatly appreciate if someone could give some further info.
