My kobo accounts each have the same PO Box address and I've never had any probs with my accounts.
Also tell kobo that it's your bank that determines whether or not they accept a PO Box address and not kobo.

It is bizarre. It has worked for the last 3 years or so, for more than 130 books. This is the exact wording of their 'help':

The first time i 'bought' the book they charged my credit card, and then reversed the charge. This time they have charged my CC, but not yet delivered the book to my library.
