It is bizarre. It has worked for the last 3 years or so, for more than 130 books. This is the exact wording of their 'help':

*If your billing information on your credit card is a P.O Box address, please change it to a street address. *The system does not recognize a P.O Box address.
The first time i 'bought' the book they charged my credit card, and then reversed the charge. This time they have charged my CC, but not yet delivered the book to my library.
