In the US FCC licenses are required for short wave transmissions and radio controlled air planes. Each State, County, Town and City sets aside areas for using radio controlled air planes.

These drones are already being limited by lots of states having bills in their legislatures to restrict use of drones to police and fire agencies.

Thus, the new Amazon drones will probably only be available in SOME states, not all. The FAA will have to license those drones as well. I am not sure but I believe privately owned drones by individuals will also need FAA licenses as do all aircraft now.
