According to Amazon's Kindle Forums, it's not supposed to do that:

Therefore, you will not be able to make your Fire the default device if you have other actual Kindle devices.
Go to http://amazon.com/manageyourkindle and then Manage Your Devices to change the name.
Tip - You can put a character in front of the name like _ or a period and that will work.

You could try renaming your Kindles so the Touch is the first one in the list, though...
