Sorry for the very late reply - it appears that this was the problem indeed. I simply reset the device and created a new account (I don't have any need for "real" accounts), and it went back to normal. For kicks I recently logged back in with that old account, and the duplicate shelves reappeared. So, the only solution is what I've described at the start. Thank you for the idea on how to solve it.
