Certainly there are plenty of other possible reasons why they aren't there as a business entity. It doesn't always mean a country or nation state is being "ignored". Merely expanding domestically can be costly and complicated - I can only imagine doing so internationally is exponentially more so, especially when you consider that ebook "inventory" has to change for each geographic territory, requiring new relationships with entirely different publishers.
It's also possible that, as you previously mentioned, NZ might be included in the Australian territory. IF publishing territories are the same and IF business regulation permits it (I honestly don't know, but since others combine the two it seems to be the case) then it only makes good business sense to treat it as one territory to reduce overhead.
