I note you mentioned that it forces them to travel at a safe speed, not under the speed limit . I think that is an important distinction. I think, from personal experience, that in Maryland, Virginia and Pennsylvania at least, it is safe to assume that 90% of drivers speed at least some of the time and probably 60% speed routinely. Heck on the DC beltway, the only time people travel under the speed limit is when they are stuck in gridlock.
