I think it differs in significant ways. On the road, you won't catch every speeder but the general effect of the speed limit and enforcement efforts can encourage many drivers to go a safe speed. With illegal file sharing, it just takes one person to put the file up on a torrent site and then many can download it. The rest of us are inconvenienced for no good reason.
