You can have 1 big HTML file that could have many places for TOC entries
You can have many HTML files that do not get any (typical) TOC entries (eg no chapters (header) at all)

I use that tool, then select All (results) and add a Tag.
Then I check Each book, fixing or adjusting tags for future work/whitelising
