It depends what you mean by 'new-ish'. If you mean 'published within the last year, and no paperback edition yet', then yes, it's a rare new issue that has a special offer taking it down to under (say) $3.

But if you mean 'published one to five years ago', then it is frequently possible to pick up a bargain, especially if the next in the series has just been published.

And if you mean 'published in the last 30 years', then bargains galore are available.

For instance, I just picked up the First two Riftwar trilogies by Raymond E Feist for $4.65 per trilogy, thanks to excellent coupons at Kobo on omnibus editions. That's $1.55 or so per original book, published between 1982 and 1992.
