There are free books at the Kobo store, just do a search for a book and sort by price. Or to find free e-books on the Kobo store, just don't click on the Free Books link. Just do a normal search. Say you're looking for free science fiction, you enter "science fiction" in the search box, and when you get the results, just sort by price from low to high. You will see a lot of free e-books.

I actually asked kobobooks support about this (Via the writing channels) because I have a couple of free things up there, but couldn't figure out how to get in the "free" lists and wanted to know how to get listed there. Turns out there is some sort of problem right now, one of which has to do with categories. The response didn't go into a lot of detail, but they said they are "working on it" (although it was not clear if they were working on the category problem or the free problem from the response). The long and short of it was there was no way for me to "get them listed" at this time. I think that something is broken over there right now.
