I have no idea regarding your problems with OpenSSL in Windows. I don't use Windows at all.
I just know building the bundle is not enough - you also need to generate translation.jar. Attached you will find my Linux build environment, you'll need to have also Java and zip installed. To build the hack, just edit config to update VERSION, launch translation2transjar, then launch build-hack.
There are also other useful scripts that are able to store the translation into sqlite database and then restore the translation tree from such database, generating translation_unfinished tree at the same time (transjar2sqlite, sqlite2translation).
