I don't think anything has changed other than the website no longer definitively indicates what formats the book is in. For as long as Kobo has been around there have been a small number of books that were kepub or pdf only. Until relatively recently (maybe getting to 6 months now) the website would tell you explicitly what formats a book was available in (kepub, epub, pdf etc). Now it tells you what devices it will work on which really doesn't tell you a lot useful.
The only way to get this back is going to be if a mass of people complain to Kobo Customer Service (who will send them a useless reply telling them that you can use the current icons as a work around which isn't really true). At one point Customers Service had told people it was coming back to the old way, but there doesn't seem to be going that way yet.
