All eBooks in the Cloud are shown in the Cloud. The Device only shows eBooks downloaded to the Device. The Cloud shows eBooks inside the Collections as well as showing them a second time outside the Collections.

On the HDX 2013 you can see Collections if you go to that Menu function in the Book area. They do not show on the Home Page unless you copy them there.
The whole idea is to give the user a place to manage the Collections on either of those 2 devices. Making changes on one syncs to the other.
I don't see what the problem is for all the complainers here other than huge misunderstandings from reading posts here and never really trying to access this feature on their own mostly because many, if not most of the posters here, do not own a PW 2013 or an HDX 2013.
By the way, Collections can be in any order you want by just preceding the Collection name by a NUMBER.
Finally, those, who own a Kindle Fire HDX 2013, can call Mayday right on that unit and get advice based on the best information available for both units. Response is IMMEDIATE and all the advisors appear to be AMERICAN.

I am not sure what you are looking at on your pw2 but on my pw2 in both the cloud and the device I see all the collections and all the books. In the cloud the books on the device show up with a check enclosed in a circle, on the device all the books in the cloud show up as greyed out. And as the complainers state, this is redundant and encumbersome. The books that are in the cloud should remain there and they should not be showing up in the device view, as they were with previous kindles and updates.
The user should also not be forced to have wifi on to make collections additions/changes. At the very least it should be syncing after all the changes to the collection are made, not to the changes of each individual book.
Simaru as a user who has very few collections, you should not assume that the process is workable as it is. For those of us who have large libraries with a large group of collections, this is not user manageable.
