jocampo's was already activated (from an old Verizon iPad Mini). His/her two friends in FL had T-Mobile iPad rMini's which were new activations, I believe. We don't have details on how those were activated so still don't know if there's been a change of policy on Verizon corporate or if they used one of the many workarounds (e.g. manually activating based on ICCID, using a Verizon iPad IMEI/MEID to activate, etc).
