I've had this before. If you are not logged in then it is IP based, if you are logged in it depends on your billing info.
Some regions experience it more than others but the problem is that when doing searches if something isn't available for your region it just doesn't show up normally (which is why few people experience it). It only happens when you follow a direct link to the specific book page.
