They can certainly be very annoying with asking for a mobile number all the time, but I don't know that any has made the mobile number backup required. Not everybody has a mobile number after all. And if they do have one they might not have a texting plan.
Most social sites I go to are always barking that my profile is only 30% complete. I just dismiss the message and go about my business.
