Last year, the no-contract android phones at my local Walmart went very fast-- as did their entire stock of no-contract phones, whether or not they were on sale. I suppose it depends on your area....
But, I did buy no contract androids on "doorbuster" pricing from another store, even through the weekend. Both are used as mini-tablets exclusively-- my wife's for streaming Pandora and playback of digital music at work & TV-room wifi web brousing; mine primarily for wifi internet, ebook reading, & the many available "tool" apps, as well as integrating just fine with an external bluetooth keyboard (this is not a universal option with smart phones, so check carefully if you want to do this).
The "mini-tablet" non-activated smart phones are the best tech purchase I've made in several years-- probably wouldn't impress me as much if we actually had smart-phones for phones.......
